Notes from the Forum A Message from the CMS Forum Director
Welcome to the CMS Insider, produced by the CMS Forum. This edition announces the launch and progress of several pilot programs. CSP is testing the feasibility of the CMS model in the forest products industry as well as the water treatment business in the United Kingdom. In addition, several pilot programs are testing the feasibility of “Resource Management”, a similar concept to CMS but focusing on waste streams. Also, of particular note is a study commissioned by the European Commission to understand the economic and environmental potential of CMS for Europe.

Start making your plans to attend the CSP/CMS Forum 9th Annual CMS Workshop taking place in the San Francisco area on October 19-20. The agenda is packed with CMS case studies, information on new trends in CMS, and practical advice on starting and maintaining a successful CMS program. Registration will be available on-line in mid-May and we encourage you to invite colleagues and customers to join us. We look forward to seeing you there!

And finally, our committed and wonderful Communications Manager, Michelle Sargent, is leaving us for graduate school. Michelle will be attending the University of Michigan to pursue a Masters degree in Public Policy. Michelle has brought a fresh perspective and tremendous professionalism to her work in communications. We are fortunate to announce the return of Lauren Johnson as our Communications Manager. Lauren helped launch the CMS Forum in 2000 and we welcome her back enthusiastically! Josephine Salm will ably assist Lauren as our Communications Associate.

Certified Metalworking Fluid Specialist:
Recognizing Professionals -- A Smart Investment
by John Burke, Houghton International, Chairman of the STLE Metalworking Certification Steering Committee

There is an emerging need to recognize professionalism in the metalworking fluids sphere. Downsizing of non-core activities is a continuing trend in the automotive OEM, Tier 1 and Tier II business groups. Other metalworking industry groups are following the outsourcing trend. At no time during this outsourcing shift has there been a call for a “proof of competence” for much of this manufacturing activity -- until recently. The Society of Tribologists and Lubrication Engineers (STLE) announces the launch of its new certification program for individuals working across the spectrum of metalworking fluid specialties – Certified Metalworking Fluids Specialist™ (CMFS). The program will test and recognize experienced professionals, and raise the bar for the industry as a whole. Read more…

CMS Forum Director Wins PIBA Award
CSP Founder and CMS Forum Executive Director Jill Kauffman Johnson was honored with the 2005 Silicon Valley Health and Safety Leadership Award at the Pacific Industrial Business Association’s 11th Annual Meeting in March. The award recognized CSP’s leadership in promoting best practices in EHS while enhancing the bottom line. Founded in 1952, PIBA is the most influential community/industry collaborative in Silicon Valley. In 1997, PIBA established an Annual Leadership Award for Environmental, Health & Safety to recognize and celebrate the career contributions of the most innovative and eminent practitioners. PIBA provides educational programs to link the community with representatives from the private sector, government, and academia to exchange ideas, concerns, information, and best organizational practices.

New Pilot Program in the Forest Products Industry
With funding provided by the Heinz Endowments, CSP launched its first pilot program in the forest products industry. CSP is working with six facilities at Weyerhaeuser Company to test the feasibility of CMS at a diversified forest products company. European Commission Study on Feasibility of CMS in Europe
The European Commission (DG JRC Institute for Prospective Technological Studies (IPTS) in Seville) has commissioned a “European project on Chemical Product Services (CPS)”. The focus of the study is to assess the economic and environmental potential of CPS (basically the European term for CMS) for Europe. CSP and several CMS Forum members were invited to contribute to the study at an expert meeting held in Amsterdam on March 3-4. The study is expected to be released in the late summer. The organizations conducting the study are the Amsterdam research and consultancy bureau on sustainability IVAM UvA, in cooperation with the department for Applied Economics of the University of Valencia and the Institute of Applied Ecology of Freiburg. Update on Yorkshire Pilot Program
CSP is conducting a pilot program under a two-year contract with the Regional Development Agency, Yorkshire Forward, to introduce and test the CMS concept in the United Kingdom (UK). CSP is working with Thames Water Company and Ciba Chemical to evaluate the opportunity to reduce chemical use and operating costs at their Swindon water treatment facility. Resource Management Pilot Program
With funding from the Minnesota Office of Environmental
Assistance, CSP staff are working to advance “Resource Management” (RM) contracting in the state. RM is a strategic alternative to disposal contracting that seeks continual improvements in resource efficiency through enhanced source reduction, recycling, and recovery. The project involves two pilots, both of which are non-industrial: 1) Macalester College and 2) a consortium of six school districts including Mahtomedi and White Bear Lake School Districts. CSP Says Goodbye to Michelle Sargent, welcomes Lauren Johnson, Josephine Salm
Michelle Sargent is leaving CSP and the CMS Forum at the end of May to pursue graduate work in Public Policy at the University of Michigan this coming fall. We thank Michelle for her energy and professionalism during her two years as Communications Manager and wish her tremendous success in all her endeavors. With Michelle’s departure, we welcome the return of Lauren S. Johnson as the Communications Manager for CSP and the CMS Forum. Lauren helped launch the CMS Forum in 2000, and she will now be working closely with CSP and CMS Forum leadership to craft the next two-year communications plan, develop case studies to highlight successes in CMS implementation, and oversee our annual workshop in October. We also warmly welcome Josephine Salm as the Communications Associate for CSP and CMS Forum. Working closely with Lauren and CSP staff, Josephine will be coordinating CSP’s annual workshop, supporting outreach efforts to new members of the CMS Forum and providing the technical support for our e-mail and web-based communications. Proposed Hazmat Transportation Bill
Representative Edward Markey (D, MA) has reintroduced legislation that calls for the Department of Homeland Security to create a national re-routing policy for extremely hazardous material shipments around densely populated or other sensitive areas when a safer route is available.

Producers Add 500 Chemicals to HPV Testing Program
500 new chemicals will be added to the High Production Volume (HPV) chemical testing program, requiring chemical producers to sponsor testing for those chemicals produced in quantities of more than 1 million tons. Begun by chemical makers, the program has produced extensive health, environmental, use and exposure data for the 2,200 chemicals currently covered. Learn more…

House Renews Push for Green Chemistry Bill

Representative Phil Gingrey (R, GA) has reintroduced a bill that would establish a federal green chemistry research program using existing funds from EPA and other federal agencies. The bill passed the House last year 402-14, but did not pass the Senate. Read more…

Governments will Launch Global Campaign to Eliminate 12 Most Toxic Chemicals

Representatives from approximately 130 countries will be meeting in early May in Punta del Este, Uruguay, to launch a campaign to globally eliminate 12 Persistent Organic Pollutants, (POPs). The 12 POPs targeted are primarily dioxins, furans, and various pesticides. The representatives will consider adopting guidelines towards reducing the use of those 12 POPs and stimulating development of new affordable and effective alternatives. Read more…

Electronics Companies Go Lead-Free
Electronics companies are in the midst of converting to lead free parts and manufacturing processes in order to comply with the EU’s Restriction on the Use of Hazardous Substances (RoHS) law. RoHS has a compliance deadline of July 2006. About 50% of manufacturers are changing part numbers for lead-free products, and suppliers are increasingly looking for lead-free parts solutions. Houghton FLUIDCARE Earns Eaton Supplier Award
Houghton FLUIDCARE received the Eaton Engine Air Management Supplier Award for Superior Performance in 2004. They were one of only two indirect material and six direct material suppliers to receive the award.

UTC Releases First-ever Corporate Responsibility Report
United Technologies Corp. put out the conglomerate's first-ever corporate responsibility report earlier this month. United Technologies employs 267 business-practice officers who are accountable for putting its code of ethics into practice. UTC's global energy use has dropped 40 percent in the past eight years, the report contends, and hazardous air emissions have fallen at its plants since 1999. For more information, click here.

Haas TCM Renews Contract with Raytheon Corporation
Haas TCM announces it has renewed its contract with the Raytheon Corporation to continue providing chemical management services. Like its predecessor, the new contract is for a period of five years with an option for a sixth year. In addition to the fifty US facilities served under the previous agreement, the new contract contemplates program expansion to the remainder of Raytheon’s North American facilities as well as those overseas. GM and DaimlerChrysler Earn High Scores for Environmental Sustainability
GM and DaimlerChrysler’s 2003 environmental and sustainability reports were ranked among the highest scoring in the motor vehicles and parts sector according to a study by the Roberts Environmental Center at Claremont McKenna College, the leading analysts of corporate environmental and sustainability reporting.
