Welcome to the Winter 2005 issue of the CMS Insider. We would like to thank all those who participated in the October CMS Workshop – it was the most dynamic and well-attended Workshop to date. The diversity of industries represented and the informative presentations made for fruitful discussion and tremendous learning. With such great enthusiasm for the San Francisco location this year, we have already set the date and place for our 10th Anniversary Workshop in 2006. We hope you will all join us next year in San Francisco on October 25-27, 2006.
This issue’s Viewpoint from the Field discusses the developments in the Registration, Evaluation and Authorization of Chemicals (REACH) legislation. Robert Donkers, of the European Commission and speaker at the recent CMS Workshop, outlines the current state of the REACH legislation as it moves closer to becoming law.
We must also bid farewell to our Communications Associate, Josephine Salm, who did an outstanding job of organizing the 2005 CMS Workshop and has served the CMS Forum with grace and skill. We welcome Laura Wolfson as our new Communications Associate.

First Reading Approval of REACH in the EU Parliament and by the EU Council of Ministers

The Registration, Evaluation and Authorization of Chemicals (REACH) legislation passed one more hurdle winning first reading approval in a vote in the Parliament of the European Union (EU) on November 17 and by the Council of Ministers on December 13. The next step for the legislation is a second reading vote in the European Parliament in

Goodbye to Josephine Salm, Welcome to our New Communications Associate, Laura Wolfson
Josephine Salm is leaving CSP and the CMS Forum on December 15. Josephine has been a terrific member of the CMS Forum team and we wish her well in her next career move. We warmly welcome Laura Wolfson as the Communications Associate for CSP and the CMS Forum. Working closely with Darcy Wheeles, our Communications Manager, Laura will be coordinating CSP’s annual workshop, supporting outreach efforts to new members of the CMS Forum and providing the technical support for our e-mail and web-based communications. CMS Industry Update
The results of the 2005 CMS Industry Update were presented at the CMS Workshop in October. The summary report will be available on-line in January 2006. To view the 2004 Industry Report, click here.
Lansing School District CMS Pilot Program
CSP has teamed with General Motors and the Lansing Public School District to introduce CMS and Resource Management (RM) as a combined strategy to improve chemical and waste management in K-12 schools. Funding is provided by the U.S. Environmental Protection Agency, through a Resource Conservation Challenge grant. The purpose of the pilot program is to test whether a CMS and RM approach can achieve viable solutions that will enable K-12 schools to go beyond compliance and experience benefits from reduced chemical use (through improved procurement practices, better information, and better management), reduced waste generation, and enhanced recycling. CSP conducted a baseline assessment and assisted Lansing in developing its CMS/RM Request for Proposals. The Lansing School District is currently reviewing bids and is expecting to award a contract in early 2006.
REACH and Green Chemistry Trends
Based on enthusiastic feedback from the CMS Workshop, the CMS Insider will begin to include quarterly updates on progress in REACH legislation and news on Green Chemistry activity. Green chemistry is the development of alternative strategies for chemical production without relying on or creating chemical hazards. These emerging trends will impact CMS and provide both challenges and opportunities for innovation.


Businesses Finding Savings in Environmental Activities
Buyers in virtually all industries are turning toward environmentally-friendly products and processes both for savings opportunities and the advantages they bring to cleaning up the environment. In the November 17 issue, Purchasing Magazine reports on "green" buying efforts in the electronics, logistics, and office-products markets. The December 8 issue focuses on energy bills and recent laws and regulations governing air quality, toxic chemicals, and renewable fuels with significant implications for purchasing and supply chain operations. Zeroing in on Waste
Learn about the implications of two current opposing philosophies regarding waste in North America. The first approach is "integrated waste management" (IWM), which seeks to optimize the efficiency of waste diversion activities such as composting and recycling in coordination with disposal. The other movement is called Zero Waste, with the core idea that what we call "waste" is actually the inefficient allocation of resources and energy. Read the full article.
Foreign Companies Driving China Supply Chain Infrastructure
Most Chinese manufacturing companies do not yet rely on supply chain systems, but in today’s increasingly competitive environment, many enterprises will find it difficult to survive if they do not make their sourcing, production, and distribution more efficient. There is enormous potential for the supply chain management market in China, and foreign investors appear to be the key drivers of these systems. Read more, click

New California Report, EU Plan Sparks Industry Fears of Crackdown
Anticipating a long-overdue California academician's report on the pursuit of "green chemistry" practices and acknowledging the likely acceptance of a sweeping European plan, the chemical industry is mobilizing lobbying efforts to dissuade state lawmakers from restricting their production practices. A study soon slated for release by lead author Michael Wilson, an industrial hygienist at the University of California, Berkeley, may suggest that green chemistry practices represent the best system for dealing with deficiencies in California's current chemical regulations.
