A message from the CMS Forum Director


Welcome to the Winter 2007/2008 issue of the CMS Insider.

Thank you to all who participated in the 11th Annual CMS Workshop in October.  We had record participation this year with representatives from a variety of sectors: aerospace, air transport, automotive, pharmaceutical, government, utilities, and schools. The Workshop was extended to two full days of breakouts and discussions.  Please check our website where the presentations are now posted.  We have already set the date for next year’s Workshop, and hope you will join us at the Hilton San Francisco Financial District on November 12-14, 2008.

As government agencies continue implementation of environmentally preferable purchasing programs, cities, counties, states and schools are expanding the scope to include purchasing less toxic materials. CSP worked with the City of Dallas to develop policies and criteria for selecting and purchasing less toxic chemicals. Find out more by reading our white paper in “Viewpoints from the Field.”

Greener Chemical Purchasing: the Next Frontier

In the last twenty years, over eighty cities, states, public agencies and universities have joined the federal government and numerous corporations in establishing “green procurement” or “environmentally preferable purchasing” (EPP) policies.  Chemical products have been relative latecomers to EPP programs, but they are seeing increasing demand.  On behalf of the City of Dallas, the Chemical Strategies Partnership (CSP) developed a range of options for incorporating chemical products into the City’s EPP program.  This White Paper summarizes our findings and outlines purchasing criteria and processes for less toxic materials that may be used by other organizations. New CMS Case Study: Cummins, Inc. - Jamestown Engine Plant
In 1997, Cummins contracted with Castrol/BP to provide responsibility for ordering, delivery, and management of all indirect chemicals for its Jamestown Engine Plant. The program has realized dramatic cost savings, as well as other benefits including increased efficiency and decreased waste volumes. Houghton International to Merge with Affiliate of AEA Investors LLC
Houghton International Inc., a global manufacturer and supplier of industrial fluids and chemical management services, has entered into an agreement to merge with a newly formed affiliate of AEA Investors LLC (AEA). The merger agreement is expected to close before the end of the year.  As Houghton is privately held, the terms of the transaction were not disclosed. Read more...

In November 2007, Haas TCM acquired MC Technologies LLC, a Tucson, Arizona based cutting-edge leader in environmental information management systems. This acquisition will broaden Haas TCM’s offerings for Environmental Information Management Systems and introduce Chemical Management Services to the healthcare industry.  MC Technologies delivers systems and programs designed to protect patients, employees, and communities from hazardous chemicals. Rinchem Expands Warehouse Space on the East Coast and Oregon; Achieves ISO 9001 Certification for Two Additional Facilities
Rinchem Company, Inc., a global provider of chemical and gas management solutions, has expanded its warehouse space by 110,000 square feet with the purchase of a warehouse facility on nineteen acres in Flemington, New Jersey.  Read more...

ATMI Selects Rinchem as Lead Logistics Provider to Streamline Its North America Distribution Network
Rinchem has been selected by ATMI, Inc. (Nasdaq: ATMI) as a lead logistics provider for ATMI’s North America distribution network. As a lead logistics provider, Rinchem will manage all North American logistics-related supplier contracts on behalf of ATMI and coordinate logistics-related activity amongst those suppliers. Rinchem will also evaluate all logistics related costs, modes of transport, capacity utilization levels, supplier coordination and customer service performance levels to identify strategies for improvement. The EU’s REACH Regulation and Chemical Management Service Provider

The European Union’s Registration, Evaluation, and Authorization of Chemicals (REACH) regulation has been looming over companies that manufacture, import or use chemicals for nearly three years.  Now, with its final enactment in July 2007, the massively complicated REACH regulation has finally arrived. Despite the uncertainty about its implementation, companies that will be subject to REACH should begin to prepare for the first phase, “pre-registration,” which takes place from June to December 2008. Companies will likely look to their CMS providers to assist them in determining whether their current chemical portfolio is appropriately registered for the business’s current or proposed use. Green Chemistry: Industry Accelerates New Product Rollout

Green chemistry, also known as sustainable chemistry, is assuming an increasingly important position in R&D centers across the global chemical industry. Chemical industry experts say that the introduction of environmentally friendly solvent technologies is a strong growth area of green chemistry. Drivers include tightening environmental regulations that aim to curb the production and use of potentially harmful substances, and growing consumer demand for products that are energy saving and derived from renewable raw materials, executives say. New DHS regulations for security at chemical storage facilities

The Department of Homeland Security (DHS) is focusing on the security of facilities storing chemicals which could either be stolen or used on site by terrorists as weapons to inflict mass casualties and destruction of critical assets. Since the signing of the Department of Homeland Security (DHS) Appropriations Act of 2007, DHS has the authority and funding to regulate security at facilities storing chemicals considered to be high risk. On November 20, 2007, Appendix A: Chemicals of Interest (COI) was published in the Federal Register, identifying the specific chemicals and storage thresholds for these chemicals. U.S., Canada and Mexico Take Lead to Manage Industrial Chemicals

The United States, Canada and Mexico are strengthening their efforts to ensure the safe manufacture and use of industrial chemicals by developing a regional partnership for assessing and managing potential risks. This regional partnership is the result of discussions between President Bush, Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon at the Security and Prosperity Partnership of North America Leaders' Summit.  The United States has committed to completing risk characterizations and taking action, as needed, on more than 9,000 chemicals produced above 25,000 pounds per year by 2012. Chemical Regulation: Comparison of U.S. and Recently Enacted European Union Approaches to Protect against the Risks of Toxic Chemicals
US Government Accountability Office
GAO was asked to review the approaches used under TSCA and REACH for (1) requiring chemical companies to develop information on chemicals’ effects, (2) controlling risks from chemicals, and (3) making information on chemicals available to the public. To review these issues, GAO analyzed applicable U.S. and EU laws and regulations and interviewed U.S. and EU officials, industry representatives, and environmental advocacy organizations. Their findings are included in their Report to Congressional Requesters.
