A Message from the CMS Forum Director
Welcome to the Summer 2007 issue of the CMS Insider.

We would like to extend a hearty congratulations to our CMS Forum members, SAIC and Haas TCM, who together were awarded more than $8 billion in chemical and gas contracts through the privatization effort by the Defense Logistics Agency.  A big success for the entire CMS Forum!

The new European law on chemicals, the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), entered into force on June 1, 2007.  Below you can learn about what this means for your company and determine how prepared you are.

With support from the US EPA, CSP has been busy developing a new manual, “Improving Chemical and Waste Management: A Guide for K-12 School Districts”.  The manual provides step-by-step instructions to assist schools in evaluating their current chemical and waste management and developing a Chemical and Waste Management Services (CWMS) program.  Be sure to download the draft manual and give us your feedback.

Applying RFID to chemical tracking: managing freezer items

Hazardous materials that require refrigeration pose management challenges in tracking shelf life and maintaining proper storage temperature. Such chemicals (e.g., certain sealants and adhesives) are typically stored in multiple freezers or refrigerators, but often these products get lost underneath other stacked or bagged chemical containers and expire before they are ever used. This leads to large amounts of hazardous waste, which then becomes extremely expensive to dispose, not to mention the cost of the product itself. To combat this problem, a team at RFID Global Solution developed a patented process to help manage such inventories, which operate at extremely low temperatures, called the SmartFreezer.

Improving Chemical and Waste Management: A Guide for Schools
With funding provided by the EPA’s Office of Solid Waste, CSP has developed a draft chemical and waste management manual to provide step-by-step instructions to help school districts consider and implement a Chemical and Waste Management Services (CWMS) program. We are currently seeking feedback on this draft manual and welcome any comments you may have.

CSP study now available: CMS in Japan
Last year, CSP investigated the CMS business model at the North American operations of Japanese companies to assess the feasibility of introducing the CMS model in Japan. CSP interviewed nine CMS Providers and three U.S.-based managers of Japanese automotive and electronics firms.  These interviews investigated current CMS programs in Japanese companies’ North American operations and compared them to CMS programs at U.S. companies.  CSP also explored cultural, economic and regulatory barriers to expanding the CMS model in Japanese companies and markets.

Haas TCM signs agreement to support SAIC on program to provide the US government supply chain management services for chemicals, packaged petroleum, oils, lubricants
Haas TCM announced it has signed a subcontract with Science Applications International Corporation (SAIC) to support SAIC’s recently awarded prime contract it won from the Defense Supply Center – Richmond, Va., (DSCR) for privatization of chemicals and packaged petroleum, oils and lubricants (POLs). The firm-fixed-price, indefinite-delivery/indefinite-quantity subcontract has a five-year base term and one five-year option period consistent with SAIC’s prime contract.  The prime contract has a ceiling value of $6.2 billion, if the customer exercises all options. Defense Logistics Agency (DLA) awards contract to Haas TCM to provide integrated supply of compressed industrial gas and cylinder maintenance services
The DLA’s Defense Supply Center Richmond (DSCR) awarded to Haas TCM Inc of West Chester, PA., a five-year base contract (with an additional five-year option) for the privatization of compressed gases and cylinder supply and maintenance logistics. The firm-fixed-price contract is the first awarded by the DSCR for commodities privatization mandated by the 2005 Base Realignment and Closure Commission decision. The contract has a maximum value of $2 billion. Read more...

REACH in Force but Not Yet Enforced

On June 1st, REACH entered into force and the European Chemicals Agency (ECHA) became operational.  Industry has a further 12 months to prepare before actual pre-registration and registration begin. The publication of RIP 3.1 documents and a ‘Navigator’ tool on the European Chemicals Agency website provides a very good basis for gauging how prepared you are. Read more...
