Message from the CMS Forum Director
Welcome to the Summer 2008 issue of the CMS Insider.
Spring was a busy season for CSP and the CMS Forum, with the successful launch our first formal CMS Training Program in Pontiac, Michigan. A class of 25 participants attended the three-day training, representing a diverse group of customers, suppliers, and government representatives. The program curriculum incorporated interactive group activities and team problem-solving exercises, with opportunities to collaborate with industry experts and peers. The consensus was that the training program should continue to be offered on an annual basis.
We would like to extent a huge thanks to our CMS Forum members who hosted Ralph Gerrard of the Yorkshire Chemical Focus (YCF) for a series of CMS site tours in the Greater Detroit area. YCF is working to test and promote CMS in the United Kingdom Yorkshire Region.
In this issue, we have highlighted the key recommendations outlined in California’s recent report entitled “Green Chemistry Options for the State of California.” Several aspects of the proposed policy options closely resemble Europe’s REACH regulations. This edition’s Trendwatch also provides an update on REACH in practice, revealing the recently uncovered technological glitches and growing pains associated with the European legislation.
The CMS Workshop draft agenda is now available online. The Workshop takes place November 12-14 in San Francisco; please check our website for frequent updates. Registration will open in late July.
And lastly, please join us in welcoming Aarthi Ananthanarayanan as the newest member of our team at CSP. Aarthi is our new Communications Associate and will be coordinating the CMS annual workshop and supporting CMS outreach and communications efforts.

“Green Chemistry Options for the State of California” Report Released

The California Green Chemistry Initiative recently released its Phase I report entitled “Green Chemistry Options for the State of California”, outlining several strategic recommendations for California to reshape the current chemicals market. The report was produced to advise Department of Toxic Substances Control (DTSC) Director Maureen Gorsen on scientific matters pertaining to the advancement of green chemistry. The report promotes the advancement of green chemistry in California as an effective vehicle to promote innovation in ways that also protect human health and the environment and provide economic opportunities. DTSC is currently evaluating and seeking public comment on these policy options for a Phase II report due out later this year.

CMS Training Program held in Pontiac, MI
The CMS Forum hosted its first formal CMS Training Program on May 20 at the Detroit Marriott Pontiac at Centerpoint. A class of 25 participants attended the three-day training, representing companies including PPG, Airgas, Haas/Avchem, Raytheon, FirstEnergy, Tinker Air Force Base, AGA Gas, Delphi, Yorkshire Chemical Focus, EPA Region V, Quaker Chemical, Rinchem Company, Defense Supply Center Richmond, Tetra Tech, Henkel, General Motors, and ChemicoMays. Instruction was led by Ithaca College professor and 30-year manufacturing veteran, Joe Sprangel, with several sessions featuring CMS practitioners and industry experts from Quaker Chemical, General Motors, and Rinchem Company. The program incorporated interactive group activities and team problem-solving exercises into the curriculum, and students had the opportunity to collaborate with both customer and supplier peers. The program was received with great enthusiasm and we look forward to hosting a second training in 2009. View the Training Agenda.

Agenda now available for 12th Annual CMS Workshop
November 12-14, 2008
The draft agenda is now available for the 12th Annual Chemical Management Services Workshop on November 12-14, 2008 at the Hilton San Francisco Financial District. The workshop will feature case studies and practical dialogue at the cutting edge of CMS. Companies including American Red Cross, Raytheon, and Ford Motor Company will describe their efforts in implementing chemical management programs. Keynote speaker Dr. John Warner of the Warner Babcock Institute will share his perspectives on green chemistry and discuss cutting-edge innovations in the field. Learn from seasoned practitioners about how to start a CMS program, solutions to common challenges in implementation, and emerging trends. Registration will be available in July. CMS Forum hosts Yorkshire Chemical Focus in Detroit CMS site tours
The CMS Forum hosted a series of CMS site tours and meetings in May for Ralph Gerrard of the Yorkshire Chemical Focus (YCF). Member company hosts included Castrol/BP (Ford Truck & Engine Plant), ChemicoMays (Lansing School District and GM Tech Center), PPG (GM Assembly Plant), Henkel Chemical Management (Tower Automotive), and General Motors.
YCF is a nonprofit industry-led membership organization in the UK whose goal is to support and promote Yorkshire’s chemical sector. CSP is assisting YCF in pursuing business opportunities for the chemical management services approach in the region. YCF is also considering the potential for consortiums of small businesses to collaborate in a “virtual factory” to offer a CMS service. CSP is providing training and advice to support YCF in developing the CMS sector in the UK.
Albuquerque Public Schools selected for CMS K-12 pilot program
The Chemical Strategies Partnership has selected Albuquerque Public Schools (APS) to participate in an EPA-funded pilot program. CSP will work with APS to assess the opportunity of a Chemical and Waste Management Services (CWMS) program to help the District reduce risk, chemical use, and waste generation.
CSP launched a similar pilot project with the Lansing School District (Lansing, MI) in 2005 to demonstrate that a school district’s supply chain can be transformed to help improve chemical and waste management. As an outcome of this project, Lansing was the first school district to ever contract for bundled chemical and waste management services. Based on the success at Lansing, CSP will assist APS in testing the CWMS model in a larger, urban school setting. The initial kick-off meeting is scheduled for early July.
PPG named a finalist in 2008 Automotive News PACE Award program
A five-time PACE Award winner, PPG was named a finalist in the manufacturing process and capital equipment category for Green Logic paint detackifier. Used by domestic, European and Japanese automakers, Green Logic paint detackifier is added to the water wash system in automotive paint spray booths to denature and remove over-sprayed paint. The patented formula, which incorporates chitosan derived from crab, lobster and shrimp shells, provides an environmentally responsible alternative to detackifiers derived from non-renewable, petroleum-based raw materials or based on chemistries containing residual-free formaldehyde. Rinchem recognized by New Mexico Environmental Department
Rinchem Company, Inc. was presented two awards by the New Mexico Environmental Department’s Solid Waste Bureau on June 3, 2008 for outstanding performance relating to the management of the City of Albuquerque’s Hazardous Household Waste Collection Center. The joint venture between the City of Albuquerque and Rinchem safely accepts and then recycles or disposes of hazardous household materials for the citizens of Bernalillo County, New Mexico. The Solid Waste Bureau Chief recognized Rinchem and the City of Albuquerque for helping Bernalillo County achieve the 5th best recycling rate out of the 33 counties in New Mexico in 2006. A second award was given for 2007 when Bernalillo County’s rate increased to the 3rd highest recycle rate in the state. Read the Press Release.
Delta Air Lines accepts EPA award for use of nontoxic materials on aircraft
Delta Air Lines was presented an award by the U.S. Environmental Protection Agency's (EPA) Design for the Environment (DfE) program for the airline's use of PreKote, an environmentally friendly, non-chromium surface pretreatment on its aircraft. PreKote Surface Pretreatment is a Pantheon Chemical product and replaces hazardous chemicals traditionally used to improve paint adhesion and prevent corrosion. In addition, PreKote reduces water usage by two-thirds, significantly reduces wastewater treatment and cuts process time.
“The PreKote product has resulted in better and more consistent paint adhesion, which combined with a more efficient process is a win-win for Delta TechOps ,” said Joseph McDermott, director of Base Maintenance for Delta TechOps. The environmentally friendly product is also improving Delta’s bottom-line by putting aircraft back in the air sooner. With time improvement of eight to 10 percent, Delta estimates it will save more than $1 million annually by reducing the overall turn time for painting aircraft. Read the Press Release.

Although the European Union REACH regulation has been in effect since June 2007, activities around chemical registration, pre-registration and Substances of Very High Concern (SVHCs) have been ramping up just within the past 30 days. But as with any new and complex system, technological glitches and growing pains have characterized what promises to be a massive effort by industry and European authorities to make REACH work in practice. Bill Aims to Overhaul U.S. Chemical Policy
Chemical Week
The Kid Safe Chemicals Act, introduced May 20 by Sen. Lautenberg (D., NJ) and Reps. Solis (D., CA) and Waxman (D., CA) would make chemical manufacturers, instead of EPA, responsible for proving the safety of chemicals and require manufacturers to provide minimum test data on all chemicals used in consumer products. The bill would require a chemical manufacturer to certify that its chemical substance meets required safety standards, to submit all “reasonably available” information concerning the chemical substance not previously submitted, and to update that information every 3 years or as soon as new information becomes available. It requires EPA to identify the highest priority chemicals for review by 2009, make a safety determination for at least the first 300 of those chemicals by 2012, and make a safety determination for all chemicals by 2020. Supply Chain Technology Outlook: Spending Increases
Supply Chain Management Review
This year's spending study shows that companies will continue to increase their investment in supply chain technology. Not surprisingly, their spending will be aimed at controlling costs, raising productivity, and improving customer service.
A summary of the survey findings shows that process industries like consumer product goods and chemicals, particularly in the U.S., are more likely to focus on using supply chain technologies to improve productivity and reduce cost. Read more on the study.
The New Regulators: Retailers and States Take the Lead

The U.S. chemical industry has seen a new trend emerge on the regulatory front in recent years—the environmental initiatives of “big box” retailers and other downstream customers have become de facto regulatory requirements. This is a shift from the aggressive federal rules of the 1980s and 1990s that were the industry’s primary concern. Instead, retailers as well as individual states appear to be shaping environmental policy.
State laws are effective because they cause companies in some cases to reformulate consumer products nationwide, rather than differentiate products by region. The industry has also had to manage a long list of retailer demands, including calls for more sustainable packaging and the elimination of certain chemicals from finished products.
For example, Wal-Mart surprised industry executives in 2006 when it announced that it would ban three substances found in household insect-control and cleaning products. Wal-Mart is also in the process of developing a screening tool to help it assess and prioritize product restrictions before announcing restrictions on 17 other substances used in “chemical intensive products.” Target and Toys “R” Us have also recently introduced similar initiatives. These programs build on more aggressive programs of several other retailers, including chemical-elimination programs at British clothing retailer H&M, U.S. furniture company Herman Miller, and British office furniture company Steelcase, says Mark Miller, researcher for Clean Production Action. REACHing Asia: Recent Trends in Chemical Regulations of China, Japan and Korea

Will EU REACH influence and change the chemical regulatory systems of Asia, as EU RoHS has done in China, Japan and Korea? The answer is Yes. China, Japan and Korea are (or will be) filling the regulatory gap they see between REACH and their chemical regulatory systems, though these control systems are still in the initial stages. This article describes the current chemical regulatory systems of EU, China, Japan and Korea, analyzes how Asian countries deal with the regulatory gap between REACH and their systems, and discusses how businesses will be forced to deal with this foreseen trend in Asia.
