A Message from the CMS Forum Director
Welcome to the Summer 2009 issue of the CMS Insider.

The past three months have seen the passage of the first bill addressing greenhouse gas emissions in the house, further progress in REACH implementation, preliminary discussions on California’s green chemistry legislation, and increased intensity of talks around the Strategic Approach to International Chemicals Management (SAICM) in Europe. An unprecedented amount of government activity has been coupled with significant upheavals in the private sector landscape…it has certainly been a time of reinvention.

2009 has been a year of big changes for the CMS Forum as well. As we enter our 10th year, we are working on reimagining our organization and its role in a dynamic industry.  We have commissioned an updated CMS Industry Report to inform our planning and shed light on the future of CMS.  The Report is scheduled for release in the Fall followed by the 13th Annual CMS Conference, which will be held in Spring 2010.   We are also launching an online CMS training course in October to offer an easy entry for newcomers to the industry.

We continue to see a lot of activity this year as attention from government increases and the private sector rethinks itself.  As the world acknowledges a resource-constrained economy, there is incredible opportunity for the CMS community which has been at the forefront of sustainable production and innovative business thinking. I look forward to seeing where the year takes us.

Green Transport Cuts Emissions, Fuel Use and Cost

Improving freight performance is an area where a CMS provider is well-positioned to partner with customers to reduce their greenhouse gas footprint and costs. A new whitepaper from Chicago-based EA Logistics, “Getting It There Green: Why and How to Choose Sustainable Transport Partners,” provides an overview of the business case for green freight, as well as several key areas where companies can make transport greener. These include conserving fuel, reducing idling, using alternative fuels, reducing packaging and neutralizing carbon. It also covers several strategies such as consolidating, optimizing routes, regionalizing, and changing modes to cut down on fuel use and emissions.

New Case Study: UTC's supply team applies MRO best practices to managing chemicals spend

The supply management team at United Technologies Corp. (UTC) in Hartford, Conn., manages an integrated supply agreement for the company's maintenance, repair and operations (MRO) buy in North America and other regions of the world. By most accounts, the team is successful at implementing integrated supply at the company's manufacturing plants in these locations. UTC does not mandate its sites use the approach.

"Looking to better control costs associated with UTC's chemicals buy, the supply team decided in 2002 that it would apply some of what it learned about MRO integrated supply to chemicals." says Scott Little, the global commodity manager who manages both buys. Read more.

Haas TCM to provide chemical management services to Pacific Northwest National Laboratories (PNNL)
Haas TCM  signed an agreement in April 2009 to provide Chemical Management Services to Battelle Memorial Institute, Pacific Northwest Division. The Institute operates PNNL for the U.S. Department of Energy. Under the terms of the agreement, Haas TCM will source, procure and manage the supply chain for chemicals used at PNNL’s Bioproducts, Sciences, and Engineering Laboratory and its Radiochemical Processing Laboratory.  Haas TCM will provide support for the chemical lifecycle stages from planning, procurement, delivery, receiving, storage, inventory management, and use.

The contract adds another National Laboratory for which Haas TCM provides CMS services. The SLAC National Accelerator Laboratory in California is the other. Contact: Scott Langdon, Media Relations, HaasTCM – 416-234-5808 or slangdon@haastcm.com.

Chemical Management Services and Chemical Leasing Workshop in London
On July 15th, the UK Chemical Stakeholder Forum, presided over by the Department for Environment Food and Rural Affairs (Defra), held a workshop on Chemical Management Services and Chemical Leasing.  The aim of the workshop was to understand why and how the Chemical Stakeholder Forum could create the right conditions for the model to be established and then prosper, ensuring greater sustainability in the chemicals supply chain.

Yorkshire Chemical Focus, along with Haas, Akzo Nobel, ENDS and Action Sustainability gave presentations about the model, practicable applications and benefits of the process to a varied audience, including chemical providers, chemical users, trade associations, environmentalists and government bodies. Mike Knoblock Joins Team at ChemicoMays
CMS Veteran Mike Knoblock joined the team at ChemicoMays on May 1, 2009 as Vice President of Chemicals Management Operations after 30 plus years in the customer community at General Motors. Mike will be responsible for direction and oversight of ChemicoMays' Chemicals Management programs as well as help the future growth of the company.

Rinchem Wins Contract with Leading US Solar Cell Manufacturer, Suniva
Rinchem Company, Inc., a leading provider of inbound logistics services for the solar industry, has been contracted by Suniva, a leading U.S. manufacturer of high-efficiency, low-cost monocrystalline solar cells, to provide warehousing, transportation and port logistics services for raw materials used within the photovoltaic (PV) cell manufacturing process. Suniva is dedicated to developing and manufacturing high-efficiency photovoltaic cells for clean, earth-friendly power generation. Rinchem has been a long-time steward of the environment and offers services which complement Suniva’s mission.

PV cell manufacturing requires a continuous flow of specialty, high-purity materials that require demanding handling and storage specifications.  Rinchem’s leadership and experience managing complex and demanding supply chains within industries such as the semiconductor and solar industries provided a solid foundation upon which to develop and implement a streamlined, flexible solution for Suniva. Buyer interest in outsourcing MRO picks up steam in down economy
Purchasing
Purchasing professionals are taking a more strategic approach to MRO, consolidating the spend with fewer distributors and looking to the suppliers to provide ever more products and services. And, it appears now that the economic downturn is accelerating buyer interest in suppliers taking on more of the responsibility for MRO purchasing and inventory management.  Distributors and other companies that provide such integrated supply or outsourced services for maintenance, repair and operations (MRO) items say demand has picked up since December 2008. Corporate Social Responsibility: Regulators Push for a New Level of Cooperation

The United Nations Environment Program (UNEP) is urging chemical companies to become active participants in international chemical safety and sustainability programs. The aim is for industry to provide a greater level of financing and to be more proactive in handling hazardous chemicals. The step up in engagement among many governments was apparent at the second summit meetings of the UN International Conference on Chemicals Management (ICCM-2), which was held in May in Geneva to set further goals for an international policy framework. The framework, called the Strategic Approach to International Chemicals Management (SAICM), is designed to ensure the sustainable management of chemicals by 2020. Representatives of developing countries who attended ICCM-2 have become key players in SAICM and, in an unusual move, are also funding SAICM.

Chemical Leasing Business Models—A Contribution to the Effective Risk Management of Chemical Substances
The European Commission has proposed a regulatory framework for the Registration, Evaluation and Authorization of Chemicals (REACH) that requires companies using chemicals to gather pertinent information on the properties of these substances. The crucial aspect of information management may be the honesty and accuracy of the transfer of relevant knowledge from the producer of a chemical to its user. This may be particularly true if the application of potentially hazardous chemicals is not part of the user's core competency. Against this background, it appears that the traditional sales concept provides no incentives for transferring this knowledge. Full study.

Addressing ESH issues for the global semiconductor industry
With the advent of globalization, the squeeze on profit margins as the industry matures, and the drive toward greater productivity, leveraging available ESH funds and avoiding duplication of research and development efforts have become increasingly more important. In response, the International Sematech Manufacuturing Initiative (ISMI) created the ESH Technology Center, a collaborative enterprise of semiconductor manufacturers and equipment and material suppliers globally. The center is dedicated to semiconductor manufacturing sustainability via green technologies that reduce energy consumption, lower costs, and promote greater productivity in manufacturing. Aqua-Tech Paint System From Mazda Reduces Their Environmental Impact

Mazda Motor Corporation announced in June the successful launch of the newly developed Aqua-tech Paint System for vehicle body painting at its Ujina Plant No.1 in Japan. The innovative new technology achieves the world’s highest standards for limiting emissions of volatile organic compounds (VOC) contained in paint as well as carbon dioxide (CO2) gas generated from the energy consumed during the vehicle painting process. The Aqua-tech Paint System maintains the same world-class low CO2 emissions volume as the Three Layer Wet Paint System — Mazda’s paint system currently installed at all of its production facilities in Japan — and reduces VOC emissions by a further 57 percent. Global Award for Chemical Leasing successfully launched

The Austrian Ministry of Environment and UNIDO have officially launched the Global Chemical Leasing Award on May 13th during the ICCM-2 meeting in Geneva. Please find the respective guidelines attached. The call for submission will be open from September 1st to December 31st, 2009. Further details on the submission and the respective documents will be provided in the near future and will be available on the Chemical Leasing homepage: www.chemicalleasing.com.

California’s Green Chemistry Initiative: What It Means To Manufacturers And Consumers

In April 2007, the California Environmental Protection Agency (Cal EPA) launched its Green Chemistry Initiative to “promote innovation, create new jobs, and keep people safe from harmful substances,” and to “ensure that California’s historic role as an environmental leader will continue into the new century.” Based on the options identified by Cal EPA, California recently enacted two green chemistry bills, effective January 1, 2009, to implement some of these options: AB 1879 (Feuer) and SB 509 (Simitian).  These bills further California’s Green Chemistry Initiative by ensuring that by 2011 California manufacturers, distributors, retailers, and consumers will know what toxins are in the products they buy, sell, and use. House Passes Bill to Address Threat of Climate Change

The House passed legislation on Friday intended to address global warming and transform the way the nation produces and uses energy. The vote was the first time either house of Congress had approved a bill meant to curb the heat-trapping gases scientists have linked to climate change. The legislation, which passed despite deep divisions among Democrats, could lead to profound changes in many sectors of the economy, including electric power generation, agriculture, manufacturing and construction. At the heart of the legislation is a cap-and-trade system that sets a limit on overall emissions of heat-trapping gases while allowing utilities, manufacturers and other emitters to trade pollution permits, or allowances, among themselves. The cap would grow tighter over the years, pushing up the price of emissions and presumably driving industry to find cleaner ways of making energy.
